Hourly billing suits narrow, well-defined questions: is this agency report honest, should we merge these two pages, is our migration plan safe. You pay for the answer and nothing else, which makes it the cheapest way to get senior judgment on a single decision.
It gets expensive when the scope is vague. Without a written question, hours drift into discovery, and a pile of small invoices can outgrow a fixed project price.
